Main purpose of job To develop and implement human resources functions & strategies to improve operations and service delivery and to provide advice and guidance on all aspects of human resources department. Main responsibilities Develop and implement all necessary policies and procedures to promote effective communication between management and staff and to encourage harmonious industrial relations. Supervise HR department staff to ensure that they are appropriately motivated and trained and carry out their responsibilities to the required standards. Develop and implement policies and procedures to ensure that the organization’s staffing needs are met. Develop and oversee the implementation of all necessary systems and procedures to ensure that the recruitment and selection process operates effectively. Carry out all necessary research to provide information to support negotiations on pay and conditions. Analyse business plans to determine likely future staffing needs. Maintain comprehensive organization charts and staffing lists to identify current staffing and vacancy data. Develop planning models to enable future staffing needs to be determined accurately. Advise the organization on the staffing implications of new policies, products and services. Develop and oversee the implementation of the organization’s recruitment strategy to ensure that staffing needs are met. Supervise the process for the placing of advertisements for all internal and external vacancies. Negotiate contracts with external advertising and recruitment consultants to secure the most favorable terms for the organization. Oversee all administrative arrangements relating to the recruitment and selection process, including arranging tests and providing suitable arrangements for applicants with special needs.
