Assignment duration : 10 Months The Technical and M&E Officer assists team leader in overall monitoring of the programme. He/she works closely together with the other M&E officers and GROs. He /she plans monitoring visits and collects data from GROs. She/He plays key role on data collection and data management. The Technical M&E Team Officer makes sure that the programme is running in line with programme objectives and gives support to Team Leader and Project Manager in implementation of any other project activities if it is needed. Objective 1: Oversee overall M&E activities Follows and uses the Action Against Hunger M&E Guidelines in the daily activities Manage information sharing and day-to-day dialogue with M&E Team Leader Monitor all micro-projects activities implemented by the awarded GROs and progress towards achieving its outputs. Provide feedback to the M&E team leader and the project manager on project strategies and activities. Capture success stories and lessons learned of GROs projects Conduct pre-award assessment of potential sub-grantees. Together with the Project managers and finance team, identify areas where there is need to build the capacity of sub-grantees. Coordinate development of Capacity Building plan for each new sub-grantee Ensure sub-grantee/partner financial reports are received and subsequent donor compliance review visits are made before approving any payment requests from sub-grantees/partners and/or submitting payment requests Finance Review and verification of all sub. grants transactions, documents and financial statements of Partners ensuring their integrity and compliance with policies and regulations Conduct Regular vouching of sub grantees progress and document financial Review findings Ensure monitoring findings are being disseminated shared and followed up and documented in time with all relevant people Objective 2: Data Collection, Data management and analysis Coordinate and conduct regular field visits and prepare feedback reports with conclusions and recommendations Supervise regular data collection conducted by GROs and ensure quality of data by random verifications and validations Ensure data reliability by reviewing all entered data to identify possible errors and how they can be fixed; follow-up until all data are cleaned and valid Ensure the digital/conventional archiving system of all data is being done properly. Conduct site visits to partners to provide technical assistance in financial management and compliance. Objective 3: Make sure the programme is running in line with programme objectives Provide feedback to the project manager and team leader on project strategies and activities progress. Report weekly, monthly, semi-annual and annual progress on all micro-projects activities implemented by the awarded GROs Assist in strengthening the capacity of GROs and provide technical support in M&E practices they need to implement and sustain their micro-projects Make sure complaints are reported to the management Objective 4: Budget Preparations and Budget Tracking Provide technical assistance for sub grantees and answer their questions related to budget preparations Review Sub. grantees budgets for prospective programs in close consultation with Program Managers Ensure up to date and accurate records of financial status of all partners including budget spending trends, resource balances and be able to respond promptly in the event of urgent information requests Manage funds tracking and disbursement for grantees, including review of funds requests Follow up with program managers regarding sub grantees spending plans
