Operations Manager The Operation Manager is responsible for the leadership, direction and management of the Operation department staff, developing and enhancing Operation policies and procedures. The purpose of Operation department is to provide a world class water operational service by monitoring process performance and operating the assets to the highest possible performance level and ensuring the availability of compliant product water quality and quantities as necessary to transmit to customer’s delivery points. The operations will also provide early identification of abnormal process or asset performance and ensure prompt reporting and early necessary remedial actions are taken to resolve problem before affecting the process performance. The Operation Manager provides the necessary managerial skills, process and laboratory experience to ensure the different process stages associated with the treatment of seawater, reverse osmosis, treated industrial effluent, recycling plant and wastewater are monitored and operated effectively to optimize asset performance. The sampling and the laboratory analysis and also all associated instrumentation and equipment are operated and dedicated sampling procedures and schedules for laboratory analytical services aligned to relevant standards. The Operation Manager is a direct line reportee to the Operations Director and a member of the senior management team. Key functions of the Operation Manager are to: Assist the Operations Director, in delivering the services as contractually required by the O&M Contract; Provide operational support to the Asset and Maintenance Manager, QHSSES Manager and Operations Director; Develop and forecast annual financial budgets, schedule expenditures, analyzing variances; Develop strategic plans for operational activity and annual operation plan; Develop operational activities and laboratory procedures to ensure compliance with the environmental permits, legal, regulatory and customer contract water quality and quantity requirements to meet the obligations of O&M Contract; Develop and forecast annual financial budgets, schedule expenditures, analyzing variances; Ensure provision of efficient and effective sampling and laboratory analytical services Manage effectively the department to ensure safe, compliant and efficient operation and analysis of the assets to achieve world class water operational services; Formulate and implement organizational policies and procedures to maximize product water output availability and prevent outages; Develop operational and laboratory procedures specific to Harmful Algae Blooms emergency and contingency plans; Develop and assist in the enhancement of operational Business Management System; Develop operational performance reports; Support accreditation of ISO certification and their maintenance. Principal responsibilities of the Operation Manager: Ensure operational activities compliance with the legal, regulatory requirements and meet the contractual obligations required by the O&M Contract; Responsible for energy conservation and reduction in power consumption on all operational assets. Monitor and ensure compliance with environmental standards and permits; Review and improve processes and policies in support of JVC obligations; Formulate and establish operational schedules, planning and co-ordinating deployment of operational staff; Optimized, effective and efficient delivery of operational activities, use of resources, materials and chemicals Review and enhance site and laboratory operational procedures; Review and manage strategic operational and annual operation plans; Review, revise , enhance and implement all necessary schedules and tasks associated with the operation of water and wastewater treatment standard operating procedures in IFS Enterprise ; Delegate tasks and accountabilities to asset supervisory and management staff.
